Milestones are on the maps. Once you have passed the milestone you will be able to open and unlock it. To open the waypoint just press the waypoint marker. You need to complete the waypoint by pressing the submit button on the final section. The waypoint may have more than one section. Then there will be a Waypoint complete pop up.

They work in order so you need to pass the waypoint and have opened all previous waypoints.
